Municipal Building Open The City of Warren Municipal Building is open to the public under the COVID-19 green phase. Visitors to the building are required to wear a face mask and maintain social distancing. Building Code Department Under Governor Tom Wolf’s directive, construction activities may resume; therefore, the City Building Codes Department will be open for business regarding Building Permits and inspections. Please be advised that the following safe distancing protocols are in place and will remain so until further notice: All persons visiting the Building Codes Office are required to wear a mask; One applicant at a time may be in the Building Codes Office; One applicant may be in the Municipal Building waiting area (first floor outside the Police Department) unless another individual visiting the building for another matter is already in that area; All others must wait in the parking area. Thank you for your cooperation as we all work toward a resumption of activities while maintaining the safety of our employees and the public. Council Meetings To Be Conducted Online Via Teleconference In consideration of recommendations from the Centers for Disease Control and declarations made by federal and state officials in regard to the COVID-19 pandemic and to ensure the health, safety, and welfare of City Council members, City Staff, and the public, all regular meetings of Warren City Council will be conducted via teleconference until further notice. The public may join the meetings via computer or smart device by visiting www.zoom.com , selecting Join a Meeting, and entering Meeting ID No. 910 5678 8633 and Password 16365. Meeting agendas will be made available under the City Council tab at www.cityofwarrenpa.gov . Those wishing to make public comment are requested to submit their comments via e-mail to admin@cityofwarrenpa.gov or by mail to City Manager, 318 West Third Avenue, Warren, PA 16365 prior to 3:00 PM on the scheduled meeting date. Any special meetings which may be called will be advertised under separate notice. Those who join the meetings should be aware that the meeting may be recorded. PA Municipal Service Offices Closed PA Municipal Service (PAMS) notified the City that its office will be closed in accord with Governor Wolf’s emergency mandate. PAMS has filed an appeal with the Governor’s office; however, unless a waiver is granted, PAMS will remain closed until the emergency mandate is lifted. The closure will cause delays in normal billing and fee certifications. City of Warren residents should be aware that City wastewater (sewer) charges will continue to accrue; however, there will be a delay in the billing. Outdoor Burning Residents and property owners are reminded that the burning of leaves and yard debris within the City of Warren is prohibited at all times. Smal Business Administration Economic Injury Disaster Loan Assistance The U.S. Small Business Administration is offering low-interest federal disaster loans for working capital to small businesses suffering substantial economic injury as a result of the Coronavirus (COVID-19). SBA’s Economic Injury Disaster Loans offer up to $2 million in assistance. These loans may be used to pay fixed debts, payroll, accounts payable and other bills that can’t be paid because of the disaster’s impact. The pool of available funds is expected to total $50 billion. The interest rate is 3.75% for small businesses without credit available elsewhere; businesses with credit available elsewhere are not eligible. The interest rate for non-profits is 2.75%. SBA offers loans with long-term repayments in order to keep payments affordable, up to a maximum of 30 years. Terms are determined on a case-by-case basis, based upon each borrower’s ability to repay. Loans are available statewide to small businesses and private, non-profit organizations to help alleviate economic injury caused by the Coronavirus (COVID-19). This will apply to current and future disaster assistance declarations related to Coronavirus. SBA’s Economic Injury Disaster Loans provide vital economic support to help overcome the temporary loss of revenue they are experiencing.
